Rowlett — City staff used the Oct. 14 council meeting to brief the council and public on major community updates, including a Guinness World Record for solar streetlight installation, upcoming events and an animal‑shelter capacity alert.
Ms. Bowers, who presented the City’s management and community updates, said Viva Cultura drew an estimated 3,000 attendees downtown and announced the return of the Scarecrows on Main competition and other seasonal events. She described a solar‑streetlight installation project along State Highway 66 led by Van Roche Lighting America. "In just one day, Van Roche Lighting America set a new Guinness World Record title right here in the city of Rowlett, installing nearly 70 solar street lights along Highway 66 in only 10 hours and 35 minutes," Bowers said, and the city planned a public illumination celebration at sunset on the Friday following the meeting.
