Mayor Pro Tem Gino Milinche brought forward a work session proposal on Oct. 14 to establish a sister‑city relationship between Wylie and Mitrovica North in Kosovo, citing community ties and opportunities for cultural exchange.
Milinche, who was born in Kosovo, said a formal link could create exchanges that showcase municipal practices (parks, planning, public safety) and offer cultural and educational contacts. He said some community members in the Dallas–Fort Worth area have ties to that region and could participate in exchanges.
City staff and council members discussed scope and next steps. City Manager Bridal Parker said there is an established sister‑city organization and that formal membership would typically include a liaison and occasional exchanges; staff emphasized such arrangements can be structured so they do not obligate city funds unless the council authorizes them.
Council members expressed general support for exploring the relationship with guardrails: they asked that any proclamation be specific about expectations and that staff return draft language for council approval. Councilman Scott Williams suggested appointing a liaison but said any exchange requiring city resources should come back to the council for approval.
Council directed staff to prepare draft proclamation language for a mirroring proclamation to be returned to the council for formal consideration. No formal sister‑city membership, travel or funding was approved at the Oct. 14 meeting.
