City lobbyists and subcommittee members discussed SB 707, a newly signed law that preserves certain teleconferencing flexibilities adopted during the COVID-19 pandemic while adding new requirements for public access and translation.

Ms. Gonzales, the city’s Sacramento lobbyist, explained that SB 707 incorporates language from AB 259 and AB 2449 to maintain remote meeting flexibilities, and it also adopts elements intended to allow subsidiary bodies to meet remotely. However, the bill was amended late in session to add requirements that local governments improve remote access for the public — specifically telephonic and audiovisual platforms and translation services. Because of late opposition the author at one point sought to make the bill a two‑year measure; ultimately the governor signed SB 707.

Gonzales told the subcommittee the bill’s late amendments and the range of stakeholder positions produced confusion and that the author is likely to introduce “cleanup” language next year to reconcile competing provisions. Subcommittee members said they want to monitor any changes closely to ensure the city can meet translation and remote‑access requirements without unintended operational burdens.

There was no local action at the meeting; staff said they will brief departments, assess technology and translation needs, and return to the subcommittee with recommended compliance steps and any suggested advocacy positions.
