LEXINGTON COUNTY — Lexington County Council on Oct. 14 approved a package of ordinances, accepted two law-enforcement grants, adopted several budget adjustments and completed multiple committee reports in a single regular meeting.
At the meeting, council handled a series of routine and economic-development items with roll-call votes. Council also conducted a poll vote for a Stormwater Advisory Board seat that did not produce a majority for the first nominee, then approved a second nominee in a later vote.
Ordinances and resolutions
Resolution R25-05: Council approved Resolution R25-05, identifying Project Badger and certifying certain investment expenditures to qualify for a fee-in-lieu-of-tax arrangement under South Carolina Code Section 12-44-40. Motion by Councilwoman Kerig; second by Councilman Bishop. The roll call shows assent from Council members present; outcome: approved.
Ordinance 25-06: Second reading and adoption of Ordinance 25-06, amending Lexington County zoning and residential development standards (removing a special-exception provision, including ponds/water impoundments in residential density calculations, and maintaining a maximum detached density of six dwelling units per acre). Ordinance 25-18: First reading by title only of an ordinance authorizing a fee agreement and multi-county park inclusion for Project Badger (described by staff as related to a multi-county industrial and business park). Motion to approve on first reading carried; outcome: advanced on first reading.

Grants and budget amendments
DUI highway-safety grant: Council approved acceptance of an impaired-driving countermeasures (DUI) highway safety grant of $105,554 (grant year 10/01/2025–09/30/2026) awarded by the South Carolina Department of Public Safety, Office of Highway Safety, and Justice Assistance. Motion by the justice committee recommendation; outcome: approved.
Eleventh Circuit Law Enforcement Network (LEN) grant: Council approved acceptance of a $10,000 LEN grant as host agency for the Eleventh Judicial Circuit (funds passed through the South Carolina Department of Public Safety). Motion and roll-call approval recorded.
Budget amendments: Staff presented five budget amendments tied to the grants and other reimbursements: (1) $10,000 increase to establish budget for the LEN award; (2) $105,554 to establish the DUI grant budget; (3) $73,207 (library state funding increase for FY2026 compared with the amount originally budgeted); (4) $27,329 reimbursement to Fire Service for an insurance-premium overpayment; and (5) an additional fiscal-year funding increase listed as $9,250 tied to a reported $10,000 donation to Fire Service (the transcript lists both $9,250 and $10,000 for that line; the budget amendment as presented in the meeting was recorded as $9,250). Council approved the set of budget changes as presented.
Committee reports and C-Fund items
Council approved the Justice Committee recommendation to accept the two law-enforcement grants (DUI and LEN). The County Transportation Committee presented and council approved: (1) the FY2024–25 Transportation Committee annual C-Fund disadvantaged business enterprise report and (2) the annual C-Fund report. Both were approved on motions from the committee and by roll-call vote.

Appointments and votes
Stormwater Advisory Board: Council held a poll vote between two applicants. The first poll on applicant identified as “Uwe” did not receive a majority; the council then took a vote on Brian Dobek and approved his appointment by roll call.
