Public Works committee clears Monza Trail closure, approves DBE and C‑Fund annual reports

The Public Works Solid Waste Management Committee recommended no objection to a private petition to close a short, unused portion of Monza Trail in the 3 Fountains area and approved annual transportation reports required by the South Carolina Department of Transportation.
Staff said the Monza Trail segment is a stub in a built subdivision that has never served the public and showed a map indicating only two property owners access the stub. Public Works reported it had received no objections from School District 1, the sheriff’s office, emergency services, community development planning and GIS; staff recommended county council provide no objection to the closure. The committee moved and approved the recommendation by voice vote.
The committee also approved the FY24‑25 Disadvantaged Business Enterprise (DBE) report for the county’s C‑Fund program. Staff explained SCDOT requires annual DBE expenditure reporting and that the county’s DBE expenditures for FY24‑25 were reported as $9,576,630.63, representing 4.38% of the relevant C‑Fund expenditures; staff said the report had been reviewed by DOT staff and was acceptable for submittal. The committee approved the report for SCDOT submittal.
Finally, the committee approved the FY24‑25 Lexington County Transportation Committee annual C‑Fund report. Staff summarized the normal apportionment beginning balance for the normal apportionment ($16,090,996.25 as presented), gas tax revenue recognized (reported as $8.294 million), expenditures of $6,470,530.91 and an ending balance of $17,915,363.64, with roughly $8 million committed to current projects. Staff noted some balances remain from state provisos and one‑time funds and that staff will return with proposals on expenditure plans.
Ending: Committee approved the Monza Trail closure recommendation and the DBE and C‑Fund reports; staff will submit the DBE report to SCDOT and continue work on C‑Fund project allocations and expenditure plans.
