Council approves multiple consent contracts; public commentator urges in-house engineering capacity

Public comment on consultant use
Evan Scholl addressed council during public comment on the consent agenda item associated with a USDOT grant, saying the city was poised to approve "the expenditure of nearly 3,000,000 in federal grant money on an engineering firm to address road and traffic safety in the city." He urged the city to "stop outsourcing to consulting and to begin developing an in house design and engineering team that can execute projects at lower cost and deliver them in shorter timelines," citing a 2023 New York University study on public agencies losing in-house expertise.
Council questions and clarifications
Council member Renee Johnson asked whether the USDOT-funded contract was related to a pending referendum; staff clarified the funds were USDOT grant awards and not general-tax debt. Council member LaWanna Mayfield thanked the speaker and said she agreed "we have opportunity to look in house" but noted the Safe Streets and Roads for All grant was federal and separate from general funds, and that staff previously accepted that grant in council action Feb. 10, 2025.
Right-of-way acquisition contract (Item 14)
Council pulled item 14 from the consent agenda for discussion. Staff said council was being asked to approve unit-price contracts for right-of-way acquisition and relocation services (three-year term) with an anticipated annual aggregate of up to $7,500,000. Staff clarified the contract cap did not include actual property purchase prices. Council discussed per-parcel agent fees and the separation between consultant negotiation fees and future budget items for any acquisitions. Council voted to approve item 14; the meeting record shows seven council members voted in favor.
Wastewater equipment (Item 17)
Council discussed purchase of TriVent aeration blower filters for wastewater treatment. Council member Mayfield asked about cost-sharing with Pineville for equipment at a facility originally built by Pineville; staff explained the system is now a consolidated regional system and that costs are typically allocated based on usage and population, with Charlotte bearing a larger share. Council approved the purchase.
Final consent vote
Council approved the remainder of the consent agenda items after pulling and separately approving the listed items. Item 23 (USDOT grant-funded engineering contract) remained on the consent list and was not taken for a separate roll call vote; staff reiterated the funding was federal grant money.
