Planning commission recommends amendment to allow incremental conversion of nonconforming uses

The Laramie Planning Commission on Aug. 11 voted to recommend approval of a staff-drafted amendment to the Laramie Municipal Code that would allow incremental conversion of parts of structures currently used in nonconforming ways.
The change would amend section 15.22.020(a) of the Laramie Municipal Code to permit portions of a building within a nonconforming use to be converted to a conforming use while the rest of the building remains in the nonconforming use. Joseph, a planner with the City of Laramie Planning Division, said staff recommended modified language “to ensure that conforming portions meet all applicable standards.”
Commissioners heard from the applicant, John Ruffoni of Gem City Roofing, and discussed separation of conforming and nonconforming areas. Staff emphasized that under the proposed language the nonconforming use must not expand into conforming areas and there would be no intensification of the nonconforming use. The commission’s recommendation will be forwarded to the Laramie City Council and placed on its Sept. 2 agenda.
The recommendation from the commission is a referral to the city council; it does not itself amend the municipal code. Any final change to the code would require council action according to the city’s amendment process.
