Economic development staff presented a two-tier grant plan that would offer awards in the $10,000–$15,000 range, with an application, scoring rubric and recommended review by the commission for individual awards. Mary (staff) said five businesses had already expressed interest in the pilot program and that she had revised an earlier draft so applications would come to commission for final approval rather than be decided administratively.
Commissioners discussed eligibility (new vs. existing businesses), the potential for a cost-match requirement to ensure "skin in the game," and whether limited funds should be divided among multiple awardees rather than awarding larger sums to a few applicants. Staff noted the program would be run from economic-development funds subject to available budget.
