Project details and rationale: Applicant representatives described four two‑story medical office buildings totaling about 178,400 square feet organized to allow phased development. The project team said the layout was adjusted to fit an irregular parcel and to provide a mix of tree sizes, desert‑appropriate plantings and a 36‑inch landscape berm adjacent to the residential area to buffer lights and views. The applicant told the commission the proposed parking yields approximately 863 stalls compared with 1,018 that would be required under strict code, which the applicant said reflects market norms for medical office and is similar to parking efficiencies used on other local medical projects.
Landscaping and buffering: The applicant said the overall site will include roughly 420 trees (exceeding the minimum perimeter tree count in many zones) and more than 3,500 shrubs and cacti. Commissioners and staff discussed planter sizing and the applicant agreed to remove a requested exception for smaller diamond planters (condition numbering amended in the staff report). The applicant also described a landscaped berm to reduce light and noise impacts on the residential area north of the site.
Outcome: The commission approved the variance and the SDR subject to staff conditions and an amended condition removing the small diamond‑planter exception; the motion carried and the item will be forwarded to City Council on Nov. 19 per the staff calendar.
