The actions were described by Lennar Homes representatives as step one of a multi‑stage redevelopment: the approvals allow future Site Development Reviews and design submissions that the developer said will deliver both for‑sale housing and commercial frontage on Las Vegas Boulevard. Staff recommended approval, and commissioners said the projects respond to the city’s housing needs and the Vision 2045 Downtown Master Plan.
Details: Lennar’s representatives described the Grant Sawyer site (north of Washington Avenue, east of Las Vegas Boulevard) as roughly 22 acres slated for a residential‑focused redevelopment while reserving some Las Vegas Boulevard frontage for future commercial uses. The Cashman parcel (south of Washington Avenue, adjacent to Maryland Parkway and Las Vegas Boulevard) is roughly 50 acres. Lennar said design teams are creating product that targets market‑rate home ownership at lower price points than typical suburban product, and that more detailed SDRs would follow; staff said SDRs are likely to come to the commission in November or December.
Outcome: The Planning Commission approved the general plan amendments (items 47A/48A) and rezonings (items 47B/48B) and will forward the items to City Council for consideration on Nov. 19. Commissioners asked staff and the developer to continue design coordination and to prioritize pedestrian and retail activation along the Las Vegas Boulevard frontage.
