Board directs Humboldt County staff to resume abatement at 473 Quarry Road after missed application deadlines

The Humboldt County Board of Supervisors on Sept. 23 directed county planning and code-enforcement staff to resume abatement procedures at 473 Quarry Road, a parcel that has been the subject of recurring enforcement activity and debate about whether it can qualify for an alternate-lodge or emergency-shelter-style permit.
Director John Ford told the board the county previously set a series of deadlines earlier this year to allow the landowner time to submit a general-plan amendment, zoning reclassification, and a conditional-use-permit application intended to resolve violations. "To date, the costs associated with previous staff work have not been paid," Ford said, and listed key dates that were missed: an initial zoning application due March 7, a conditional-use permit due May 7, board action on the general-plan amendment planned for Aug. 5, and a Planning Commission review scheduled for Sept. 18. Staff reported no completed applications had been filed by those dates.
Ford also said wet-weather testing for a septic location was performed but in a position that appears to be off the parcel or inside a neighbor's required setback; he told the board no valid alternate septic test had been completed. Ford added that the property had a recorded quitclaim deed showing ownership transferred to a nonprofit; staff had not yet received a formal point-of-contact from that nonprofit.
Public commenters, including residents and advocates, urged the board to consider accommodations and to give the new nonprofit time to prepare applications. Several speakers said the site has provided low-cost housing and community services for decades and that residents have limited capacity to navigate complex permit processes. Alan Ng, a representative of Evergreen Nonprofit (the group listed on recent recordings), said the nonprofit intends to restore and clean the site, requested use of a supplemental environmental project (SEP) so funds go to restoration instead of fines, and described an interest in establishing on-site workforce-oriented reforestation/nursery activities.
Board members acknowledged the competing priorities: Supervisor Arroyo described earlier votes that had created a regulatory path for an alternative lodge park, while Supervisor Bone pushed for decisive action. "We've given 25 years," Bone said, and moved for staff to proceed with abatement; the motion carried unanimously.
Planning Director Ford said the change in ownership does not erase prior invoices owed by the previous owner, and that unresolved unpaid staff costs complicate the path forward. He told the board the next steps will include verifying current ownership contacts, reissuing notice and (if required) performing a new substandard-housing declaration and relocation planning before physical abatement if people remain living there.
The board did not set a different stay or extend application deadlines; instead, supervisors authorized staff to move forward with the standard abatement process while continuing limited outreach to the recorded owner. County staff said they would reissue notices addressed to the current property owner of record and report back to the board on the status of ownership, unpaid staff invoices and any application materials submitted.
