Board approves personnel actions, contracts and stipend measures in unanimous votes

The Middletown City School District Board of Education approved a series of routine and personnel items Thursday, passing each motion unanimously by voice vote.
Agenda items approved included the meeting agenda and prior meeting minutes, administrative and instructional personnel memoranda, noninstructional personnel memoranda, special services items, and a range of consent items listed on the meeting agenda. The board also approved two construction change orders for ongoing building projects and several stipend and salary adjustments.
The board passed a stipend resolution referencing the collective bargaining agreement with the Middletown Educational Clerical Association (MECCA) covering July 1, 2022 through June 30, 2027 and authorizing payments to unit members who completed bachelor's or master's degrees for the years specified in the resolution. The resolution also stated the board would not approve payment of both bachelor and master degree stipends to unit members following the 2025'026 school year.
The board approved the appointment of a Dignity Act coordinator for the 2025'026 school year, adding a Spanish-speaking coordinator position at Twin Towers Middle School to support students with language needs, and approved a retroactive stipend payment for employee number 06192, contingent on that employee becoming permanent during the 2025'026 school year.
Other approvals included the contract for the assistant superintendent of business and operations, the nonaffiliated letter of understanding for the 2025'026 school year, and a rescission and replacement of a prior resolution affecting the district clerk's compensation. The board rescinded a July 1, 2025 resolution and approved a new base salary for the district clerk effective July 1, 2025 at $75,024; the board also removed two stipends previously paid to that employee and directed any retroactive pay to reflect the difference between prior payments and the newly approved base salary.
Two change orders were approved for building projects: one substituting wall material where tile specified by the original plans was discontinued by the manufacturer, and a second to relocate underground conduit and wiring to accommodate a new storm drain (the latter described as roughly $4,000).
All motions on these items carried 8-0 by voice vote; movers and seconders were recorded on the agenda for many items (for example, approval of the agenda was moved by Mister Perino and seconded by Mister Rhett; the financial memorandum was moved by Doctor De Jesus and seconded by Mister Perino). The board did not take any roll-call votes reflected in the transcript beyond the unanimous voice tallies.
