The Ventura County Air Pollution Control District board on an unanimous recorded vote approved a resolution to create a new full-time Administrative Services Director position to support the district’s internal operations and staffing needs.
The board adopted the resolution, which also amends the APCD management, confidential, clerical and other employees resolution to reflect the new position. Eddie Rissimi, executive officer of the Ventura County APCD, described the role during the board discussion: “This item proposes creating the APCD Administrative Service Director position with working title of the Assistant Deputy Director. The position will focus on improving efficiency, supporting staff development, and ensuring our internal systems continue to meet the needs of the growing and modern organization.”
Why it matters: The board required six affirmative votes for the measure; the chair confirmed the vote met that threshold. In discussion a board member asked Rissimi to describe how the new structure would work in practice. Rissimi said his vision was that the new hire would be a “second person in command,” oversee certain divisions, report directly to the APCO and indirectly to the board, and “enhance our efficiency, work efficiency, and also at the same time, provide some guidance regarding our policy procedures.” He added he did not have a final job description available at the meeting.
The action formalizes an internal management change that staff said is intended to align administrative functions with the district’s long-term strategic goals. No public speakers addressed the item at the meeting. The board took the vote after a motion to adopt staff’s recommendation and the motion received the required six affirmative votes.
Looking ahead: Staff will prepare the job description and recruitment materials as the board authorized the position allocation and the associated resolution changes.
