School committee approves bundled fiscal and administrative policies, sends two policies back for review

The Woburn School Committee voted on Oct. 14 to adopt a package of district fiscal and administrative policies and to advance further review of two additional policies.

By a 7–0 vote the committee approved a set of budgetary and purchasing policies — including DA (Fiscal Management Goals), DB (Annual Budget), DBC (Preparation of the Budget Document), DBD (Budget Planning), DBG (Budget Adoption Process and Procedures), DBI (Budget Implementation), DBJ (Budget Transfer Authority), DD (Funding Proposals and Applications), DDA‑R (Federal Funds), DGA (Authorized Signatures), DH (Bonded Employees and Officers), DI (Fiscal Accounting and Reporting), DID (Inventories), DIE (Audits), DJ (Purchasing), DJA (Purchasing Authority), DJB (Purchasing Procedures), DJDA (State Contract Purchasing), DJE (Bidding Requirements), DJG (Vendor Relations), DK (Payment Procedures) and JICFB, the new bullying policy that replaces the previous intervention plan.

Committee member Miss Cormier moved the package and a second was recorded; committee members noted the district finance staff (Alex Sizio and Patty McKinnon) had reviewed the draft policies in advance. "They gave me the permission to go forward," Vice Chair Ellen Chisholm said after confirming staff review; the committee recorded the vote as 7–0 in favor.

Separately, the committee agreed to take two policies off the table for discussion — KA (Community Relations Goals) and AC (Harassment and Discrimination). Those items were previously tabled and were removed from the table for discussion; the committee asked administration to obtain a legal opinion from district counsel (Michael Joyce) on the proposed language before final vote. The chair clarified the district’s policy process: policies are typically placed on the table, discussed at a subsequent meeting, and then voted at the next meeting after required reviews.

Committee members said they wanted to ensure community engagement on policies that touch on advisory roles and community participation. The last paragraph of the KA amendment under discussion states that the committee and staff "will give particular attention to the advice they receive from individuals and community groups interested in the schools, particularly from those individuals and groups that have been invited to advise them regarding specific matters, but will ultimately use their best judgment in arriving at decisions on their own." Members asked the district attorney to review the language for legal risk and clarity before the committee votes.

The policy approvals take effect immediately under the committee’s rules; the two items removed from the table will return for additional legal review and committee consideration at future meetings.
