Coffeyville advances first reading to update electric service extension policy to percentage-based credits

The Coffeyville City Commission approved the first reading of an ordinance to adopt a revised electric rate schedule and replace the existing line-extension policy with a service-upgrade policy.
Chris Weiner, executive director of electric, said the current policy—established in 2018 with fixed credit amounts—has been applied to new service connections rather than only true primary-line extensions. "That's why I'm looking at modifying the name a little bit to a service upgrade policy," Weiner said, explaining staff proposes a percentage-based approach rather than static dollar caps.
Weiner recommended a 20% city contribution across rate classes so the utility shares cost with customers, instead of the city absorbing large fixed credits for industrial or general-service upgrades. He gave an example of a local employee who received about a 20% credit on a $10,000 bill and said the city has previously offered credits of up to roughly $276,000 for some business/industrial upgrades under the old schedule.
Commissioners discussed distinctions between residential and residential-developer credits; Weiner said the new percentage would apply to both. Mayor Maples moved to approve the first reading; Commissioner Hendricks seconded. The reading passed unanimously among members present.
Weiner said the item is a policy decision and staff will return with final ordinance language. The adoption will repeal the old line-extension policy and place the updated approach in the city electric code.
