The Cheyenne City Council on Aug. 25 approved on second reading an owner-initiated annexation of 18.62 acres northeast of the intersection of Frontier Mall Drive and Rooter Avenue and west of Converse Avenue, and set the city zoning for that land as Community Business (CB).
The action, introduced as an annexation ordinance, was described by council staff as a request to bring the 18.62-acre property into city limits “for the potential siting of a new grocery store.” The council heard no public comments on the annexation or the related zoning change before moving both measures forward.
Mister Seagrave, reporting the Public Services Committee recommendation, moved approval on second reading; the motion was seconded and carried unanimously. Mayor Collins called for the ayes, and the council approved both the annexation and the zoning ordinance on second reading.
The council’s summary remarks noted that state law requires a city zoning classification for newly annexed land and that staff attempted to match the county’s existing CB designation when setting the city’s official zoning map.
The ordinances approved tonight cover both the annexation itself and a conforming amendment to the official zoning map of the city of Cheyenne establishing CB community business for the annexed property.
Council members did not request additional study or conditions during the recorded votes. The annexation and zone change will proceed under the standard timelines for second-reading ordinances.
No public hearing testimony or formal amendments were recorded on the council record for these items.
