Consent agenda: council approved the items read into the record, including Ordinance 2025-O-12 (first reading, amending Chapter 12 of the municipal code concerning landscaping requirements), Resolution 2025-R-46 supporting the renaming of Inglewood Dam to Willows Dam, and Resolution 2025-R-38 authorizing the city manager to execute an intergovernmental agreement with Willows Water for annual overlay street paving. The consent-motion was made by Mayor Pro Tem Sutherland, seconded, and carried with eight ayes.
Quarterly sponsorships and adjustments: staff told council the quarterly sponsorship budget for the year was $60,000 with prior approvals this year totaling $35,600, leaving $24,400 available for Q4. Trails, Parks and Recreation District rescinded its $7,500 request prior to the meeting, reducing pressure on the remaining budget requests. Council reviewed Q4 requests and, after a short recess for staff to present adjusted numbers, approved the following awards:
- Hope Starts Here Food Bank: Kickin' It Country — $1,000 (approved) - Iron Sharp: Lavish with Love — $5,000 (motion carried) - Littleton Public Schools Foundation: 30th Annual Scribe — $5,500 (motion carried) - Ready to Work Aurora: Bridal House Black and White Gala — $10,000 (motion carried; one council member recused during discussion of Bridal House) - STAR Foundation: Trunk or Treat — $3,750 (adjusted to match 2024 funding level; motion carried)
Council and staff noted the Q4 list was slightly over the remaining balance before staff recalculated and proposed modest reductions shared equitably among a subset of applicants. After adjustments and several motions on individual requests, the approvals were executed and staff said they would finalize agreements with recipients.
Why it matters: council expressed a desire to honor longstanding community partnerships while remaining fiscally prudent; staff noted a new policy will take effect in 2026 to better manage ongoing sponsorship requests and create two funding "buckets" (administratively-managed community sponsorships and council-reviewed external fundraising requests) during the annual budget process.
Notes: the Trails Parks & Rec District 5K request was rescinded. Staff said the new policy adopted in March 2025 will change how recurring community sponsorships are budgeted beginning in 2026; council asked staff to bring a recommended allocation list during the next budget process so recurring partners can be funded administratively where appropriate.
