Carpinteria Unified School District approves first reading of debt issuance policy after public objections

CARPINTERIA, Calif. — The Carpinteria Unified School District board approved the first reading of an updated debt issuance and management policy, BP 34-70, during a special meeting on Oct. 14, 2025.

The policy, described in the staff presentation as written to satisfy Senate Bill 1029 and provisions codified in Government Code section 8855, sets written guidelines for the district’s issuance of indebtedness. At the meeting the board moved and seconded approval of the policy’s first reading; the motion passed by voice vote with two members recorded as saying “Aye.” The record does not include a roll-call tally of individual member votes.
