Board approves pilot homeless outreach and services program for Lemon Grove

The Board of Supervisors unanimously approved a pilot homeless outreach and service program for the City of Lemon Grove. Supervisor Monica Montgomery Stepp introduced the item, saying the pilot would deploy Homeless Solutions and Equitable Communities Department staff in partnership with Lemon Grove city staff and community organizations to provide street outreach, case management, housing navigation, mobile Live Well on Wheels services and a mobile homeless court.
Montgomery Stepp emphasized that the pilot is designed to meet people where they are, provide on-the-spot assistance such as enrollment for benefit programs (CalFresh, Medi-Cal, CalWORKs) and to connect people to behavioral health and placement services. County staff reported the pilot could be staffed with existing HHSA resources and would not require a new appropriation; the program would allow the county to analyze outcomes in Lemon Grove and consider expansion to other municipalities if successful.
Public comment included both support and opposition from local residents, neighborhood stakeholders and service providers. Supervisors asked for assurances that the unincorporated area would continue to receive outreach services; staff confirmed unincorporated service levels would be preserved. The board voted unanimously to pilot the Lemon Grove program and directed staff to proceed.
