County adopts comprehensive housing blueprint to guide production, preservation and tenant protections

The Board of Supervisors accepted the final County of San Diego Housing Blueprint and directed staff to return with an implementation plan and any environmental approvals needed. Consultants from Lazar Development Consultants described an eight-strategy plan built around the Board's earlier five goals: promote equity and inclusion; produce housing for all; preserve vulnerable housing stock; protect tenants and small landlords; and prevent displacement.
The blueprint draws on stakeholder engagement, housing-program reviews and best-practice case studies. Strategies include refining the county's organizational approach to housing (including a proposed housing strategy office), creating sustained local funding sources for affordable housing (staff estimated an illustrative five-year need of roughly $383 million for production aligned with RHNA targets), improving public engagement and an online portal for affordable housing applications, unlocking publicly owned land for development, incentives for middle-income homeownership, preservation programs for at-risk affordable housing, and strengthened tenant protections and tenant assistance for the unincorporated county.
Staff told the board the plan is scalable to available resources and that an action plan and prioritization would return in calendar year 2025. The board voted unanimously to receive the plan, to adopt associated environmental guidance (as appropriate) and to direct the CAO to report back with an implementation plan in FY24-25 that prioritizes actions commensurate with funding and staffing availability.
