Logan County Fiscal Court moved through a package of routine fiscal and administrative items at its meeting, approving the treasurer
nnual financial statement, a bill list, multiple interfund transfers, several contracts and one personnel action.
Treasurer's report and budget actions
Treasurer Amanda presented the annual financial statement for fiscal year 2024-25; the court acknowledged the report by motion and roll call. The court also approved a list of bills presented at the meeting after brief questions about a broadband payment and account draws.
The court approved several interfund cash transfers from the occupational net profits tax fund. Recorded transfers included:
- $50,000 to the general fund
- $145,000 to the jail fund
- $25,000 to the Local Government Economic Assistance (LGEA) fund
- $75,000 to the 9-1-1 fund
Each transfer was approved by motion, second and roll-call vote.
Personnel and jail updates
Sheriff Stratton requested and received approval for a personnel action transferring Deputy Quentin Wright from patrol to a drug investigator position, effective July 21, 2025. The court approved the action, which included a pay step adjustment recognizing six years of credited experience.
Jail administrators reported population counts and described operational improvements. Jail staff said they had implemented an electronic medical record (EMR) component integrated with the jail management system; the jail paid initial training and implementation costs and said ongoing hosting and fees will be covered by the jailare medical contractor under its contract moving forward. The jail also reported plans to advertise publicly for roof and window bids for budgeted repairs but asked the court to review specifications before advertising.
Grants, contracts and procurement
The court accepted a Kentucky Office of Homeland Security/9-1-1 Services Board grant of $118,091.31 toward a new phone/system for the 9-1-1 center. The court also approved an agreement for the ambulance service contract with Comcare, Inc. for fiscal year 2025-26.
Construction contracts for county bridges were approved: the court approved an agreement with Scott & Murphy for a bridge on Liberty Church Road and separately for a widening project on Montgomery Road. A contract to construct the Liberty Church Road bridge reflects a previously approved purchase of beams to control costs.
The court approved a permit for Tri County Auto to operate as a recycler following cleanup work at that site and approved returning a previously tabled salvage-yard application that the county said had since improved its site conditions.
American Rescue Plan Act and other appropriations
The fiscal court approved an ARPA expenditure in the amount of $66,207.20 for Pennyroy Electric (project details in the county file). The court also discussed ARPA and other funding sources as it considered ongoing capital and maintenance needs.
Vehicle lease hearing scheduled
The sheriff presented proposed specifications for an 11-vehicle lease program (10 patrol sedans and one truck). The court approved the specifications for public notice and scheduled a hearing on the vehicle lease for the August 12 meeting.
