Council holds first public hearing on Grand View annexation covering about 1,918.85 acres; no action tonight

The City of Buckeye held a public hearing on Aug. 26 for a proposed annexation of 43 parcels totaling approximately 1,918.85 acres, a project staff identified as “Grand View.”

Ken (last name not specified), the staff presenter, summarized the project boundaries as generally Broadway Road to the north, Dean Road to the west, MC‑85 to the south and Jackrabbit Trail to the east, and said the site is currently in agricultural use under Maricopa County jurisdiction. He said the county zoning is Rural‑43 (roughly one dwelling unit per acre) and that the parcels will be annexed with a comparable initial city zoning of Single‑Family‑43. Ken said the intent is a future rezoning to a community master plan called Grand View, Arizona, with a mix of employment, industrial, commercial and residential uses — the emphasis, he said, would be on employment and large employment‑generating uses.

Ken told council the general plan designation for the site was changed to “employment” several years earlier in anticipation of this annexation and future rezoning. He said the blank petition has been recorded and that the hearing meets state statutory timing and notice requirements; no reviewing departments raised outstanding issues.

Council opened the hearing, received no speaker requests, closed the hearing and confirmed this was the first of two required public hearings. No council action was taken on Aug. 26; the item will return to the council for later consideration of annexation and any subsequent rezoning applications.

Because this hearing was procedural, staff did not request a decision at this meeting; it will return for final action after the required second public hearing and any additional staff review.
