Community Development gives monthly updates: building permits, major projects and planning calendar changes

Staff reported 99 building permits in September valued at $10.77 million, ongoing construction at HSHS medical building and multiple hotel projects, and notified the public that the Shops at Pierce/Meijer site plan public hearing is continued to Dec. 9.
City Community Development staff provided the department’s monthly activity and project updates.
For September, staff reported 99 building permits valued at $10,770,000, including 11 new multifamily units; 218 occupancy inspections; 715 building inspections; and 543 code-enforcement actions with an average abatement time of 20.6 days. Greg Anderson also updated the committee on several development projects:
- Shops at Pierce / Meijer Stores Limited Partnership: The petitioner submitted an amended site plan dividing the property into four uses (convenience store/fuel, drive-through coffee, drive-through fast food and medical office) and requested an on-site detention pond; the Planning Commission hearing originally scheduled was continued and the item has been rescheduled for Dec. 9, 2025, as staff and the petitioner work on site layout and traffic impacts. Staff mailed notices to the same addresses used in Feb. 2023 and said about 50 residential notices were mailed on Friday indicating the continuance.
- Building-code update: The Building Code Review Committee met Sept. 23 to consider adopting the International Code Council 2021 code (the city currently uses the 2018 edition); staff noted most neighboring municipalities have adopted the 2021 code and that an ordinance will be brought forward for council consideration.
- Active construction: Work continues on the HSHS medical office building and surgery treatment center; Home2Suites and SpringHill Suites projects have active permits and foundations; Brandywine subdivision pulled additional permits. U-Haul Moving & Storage received preliminary site-plan approval and will return with construction plans.
Upcoming Planning Commission items include: Aloha Pools (planned use for outdoor display at 105 Auto Court) and Club Fitness (sign variance). Both items will be scheduled with Planning Commission and returned to the Community Development Committee for discussion before council action.
Staff emphasized transparency on the Shops at Pierce notification process and said the petitioner could request continuances as they finalize traffic studies. The committee did not vote on any of these informational updates because it lacked a quorum.
