City staff proposes joining Caseyville Township overlay on Old Collinsville Road; contract to go to council

City public-works staff notified the committee that Caseyville Township has bid an overlay project for Old Collinsville Road and that the township's low bidder (Killian Corporation) is willing to honor unit prices so the city can contract separately to complete its portion concurrently.
Public works staff explained the section under discussion runs north from the roundabout at Millburn School Road through the Augusta Green subdivision area. The city assumed maintenance responsibility for the road after annexation in Feb. 2005, and the road is rated "poor" in the city's pavement-management program.
The proposed city scope includes a 2-inch asphalt overlay, double yellow center line and white edge lines plus an aggregate wedge (no curb and gutter); ditches would remain. Initial cost estimates range roughly $125,000–$150,000, and staff said funds are available in the current pavement-management budget. Because the township's overall project is larger (about $1 million) and the contractor will already mobilize equipment, proceeding now is expected to be cost-effective.
Staff said it plans to finalize costs and present a resolution for City Council consideration at the next council meeting.
