Community Development Committee discusses Zap Thai request for on-site liquor; item to go to full City Council

Zap Thai, a restaurant at 106–107 W. Highway 50 that has operated for about 10 years, is seeking a planned-use amendment to allow on-site liquor consumption.
City staff described the request as a narrow amendment to the existing planned-use/PUD that would add on-site liquor service and said no other site or exterior changes are proposed. Greg Anderson, director of community development, told the committee staff recommends approval subject to compliance with city and state regulations. Anderson also said the Planning Commission reviewed the application on Sept. 23 and recommended approval by a 9–0 vote.
Committee Chair Jessica Lotz (Ward 2) noted the meeting lacked a quorum, so no formal vote could be taken at the Community Development Committee. Lotz said the item will advance to the full City Council next week for final action.
No members of the public spoke on the item during the committee discussion. Staff emphasized that traffic, lot coverage and bulk-area regulations would not change under the requested amendment, and that the property’s current zoning is B-1 P (Planned Community Business District) with a future land-use designation of regional commercial.
Because the committee did not have a quorum, no committee motions, seconds or recorded votes were made; the Planning Commission recommendation and staff report will accompany the item to City Council.
