Votes at a glance: council approves TIF dissolution, parking restrictions, rezoning, contracts and budget adjustments

The Rock Island City Council approved a series of ordinances, resolutions, contracts and payments during the meeting. Below is a summary of each formal action recorded on the agenda.

• Ordinance: Dissolve special tax allocation fund and terminate designation of the First Street Tax Increment Financing (TIF) Redevelopment Project Area (Item 9). Motion to pass the ordinance carried on a roll call vote with councilmembers recorded as voting aye. Outcome: approved.

• Resolution: Support for Community Home Partners’ Valley Homes project (Item 10). • Ordinance: Rezone properties at 608 and 616 Twentieth Street from O-1 Small Office District to B-3 Community Business District (Item 10c). Motion to approve the rezoning and suspend the rules passed on roll call. Outcome: approved.

• Ordinance: Rezone several properties at 19th/20th Street addresses to B-2 Downtown Business District (Item 10e). Motion to approve the rezoning passed on roll call. Outcome: approved.

• Ordinance/Resolution: Urban agriculture regulations (Item 10e moved from the table and considered) — covered in a separate article. Outcome: approved (5–1).

• Consent Agenda (Items 11 a–h): The council approved the consent agenda as presented. Outcome: approved.

• Payments and claims (Item 12): The council allowed claims including (a) payment to Layman Construction of Rock Island for emergency sewer main repair at 2429–20 Fifth Street in the amount of $19,599.20, and (b) payment number 2 to Somerset Marine Construction for the Sunset Marina dock replacement project (amount shown in the record as unclear). A council member recused from one of the votes; the transcript indicates a recusal was made but does not specify the councilmember’s name. In a separate motion (Item 12c) the council allowed an IDOT payment of $158,398.89 (ARPA restricted funds) for the Fifth Avenue West and Rock Island Parkway intersection. • Contracts and agreements (Item 13): The council approved several consultant and grant agreements including (a) Maguire Igleskey & Associates contract for historic design guidelines – not to exceed $15,492; (b) an agreement with Narratives QC for property acquisition assistance for The Story Coffee Company, $45,000 (ARPA unrestricted); and (c) contract with PGAV Planners for services to establish a Northwest Industrial TIF — not to exceed $33,500. • Budget adjustment (Item 14): The council approved a $500,000 budget adjustment to the Community Economic Development Fund (CDBG/IDA funds referenced by staff) to support additional housing rehab work. Miles (community development staff) described the application process and Neighborly online application portal. Outcome: approved.

• Appointment (Item 15): The council approved the appointment of Mandatoras as interim city clerk beginning Oct. 1, 2025. Outcome: approved.

• Event permit (Item 16): The council approved a request from Tianna Washington to hold a walk/run event on Saturday, Oct. 4 from 9 a.m. to noon. Outcome: approved.

Ending: Most items passed on voice or roll-call votes with limited discussion; the urban agriculture ordinance and Valley Homes resolution drew the most substantive public and staff discussion.
