The Urbana City Council handled several procedural and consent items at its rescheduled meeting.
The council approved minutes for the Aug. 25, 2025 city council meeting and the Sept. 2, 2025 Committee of the Whole meeting after a motion and roll call.
On the consent agenda the council approved: an ordinance amending Urbana City Code Chapter 5, Article 8 (fire prevention code) (ordinance number recorded as 2025-09-027 in the packet) and a resolution approving a grant agreement between the State of Illinois Law Enforcement Training and Standards Board and the City of Urbana (resolution number recorded as 2025-09-075-R). The motions were moved and seconded and passed by roll call.
Council moved ordinance number 2025-09-025 (a revision to the annual budget, budget amendment number 2, omnibus) to the Oct. 13 council meeting because the motion requires six votes and the mayor was absent. Council member James explained the move was to ensure the mayor could participate and to obtain the necessary six votes for passage.
The council approved two mayoral appointments to the Bicycle Pedestrian Advisory Commission: Kevin Murphy (term ending 06/30/2028) and Sarah Rand (term ending 06/30/2028). The clerk called the roll and recorded yes votes for the appointments.
