Chairperson Edward J. Jacobs and staff walked the committee through existing ordinance language and proposed cleanups to remove an obsolete reference to 2024 and to clarify procedures.
Key points discussed included: (1) an August budget meeting process during which aldermen set the following year's budget and identify carryover requests with their chief of staff; (2) a December 15 deadline to relay additional carryover requests to the chief of staff and city treasurer; (3) current ward pots denominated at $37,500 (community enhancement) and the mechanics by which unspent funds are automatically carried into a ward's capital account if not designated for community enhancement; and (4) the need for legal staff to reconcile multiple ordinance sections so language is consistent, especially concerning prior-year funds.
Committee members asked for clearer language that would allow noncapital carryovers to remain designated as noncapital when that is the intention, rather than defaulting to capital unless explicitly designated. Several members reiterated the goal of encouraging aldermen to identify capital projects before year-end so funds could be encumbered. Staff said legal would reconcile the proposed language with related finance-code provisions and return the unified draft for further review. No formal vote was taken; the item was held for additional legal review and redrafting.
Ending: Staff will work with the City Attorney and Finance to merge the documents, remove obsolete 2024 text, and provide explicit language on deadlines and the mechanics of carrying funds as capital or noncapital.
