Planning and Zoning Commission recommends approval of DeKalb Gas replat for South Fourth Street property

The DeKalb Planning and Zoning Commission on Monday recommended approval of a final plat that combines two parcels at 802 and 810 South Fourth Street into a single 0.67-acre lot to be addressed as 806 South Fourth Street.
The plat, presented by James Husson, agent for the petitioner, would legally combine two lots that currently share a building and a lot line. Husson said the replat is tied to a pending property sale and follows a zoning decision: "This plat is associated with a gas station development that was approved under a rezone of PDC on August 11," he said. "Essentially, this plat just combines legally the 2 parcels currently 802 and 810 South Fourth Street into a single, 0.67 acre parcel."
The plat would remove the interior lot line, eliminate easements no longer needed for the development and record established setbacks. Dan (city staff) told commissioners the plat file contains the required certificates and recommended sending the item to City Council: "Not much more than Mr. Husson indicated. Just re‑subdividing it from 2 lots into 1, so they can transfer the property," he said.
Commissioner O'Flaherty moved that the commission recommend approval of the final plat of the DeKalb Gas Re subdivision dated 09/29/2025 for 802 South Fourth Street, "subject to all staff comments being addressed prior to the recording of that plat." Commissioner Wright seconded the motion. A roll-call vote recorded yes votes from Commissioners Filippo, O'Flaherty, Pena Graham, Wright and McMahon; the motion passed.
According to the presentation, the plat will be recorded only after the pending real estate transaction closes and is a condition of that transfer. The applicant listed on the materials is Amoco Food Market Inc.; the agent identified himself as representing the petitioner and thanked staff for assistance during the zoning and platting process.
The commission's recommendation will go to the City Council for final action. Staff members noted outstanding staff comments must be resolved before the plat is recorded.
