Lake Elsinore city officials opened the meeting with recognition of a statewide Helen Putnam Award for the city’s lake management plan and heard a Riverside County Sheriff’s Office presentation on third-quarter calls for service and crime statistics.
Jesse Ramirez of Cal Cities presented the Helen Putnam Award, noting the League of California Cities selected Lake Elsinore’s lake management plan from among dozens of entries for its measurable improvements to recreational and ecological conditions. City staff Adam and Bailey, and city manager Jason, joined Ramirez and council leaders at the dais for the recognition.
Riverside County Lieutenant David Clark delivered the police department’s third-quarter statistical update. Clark reported a general downward trend in calls for service and most Part I crimes compared with the same six-month period in 2024, while noting some month-to-month anomalies such as a modest rise in aggravated assaults in a single month and a small uptick in vehicle thefts in July. He said response times for highest-priority calls averaged just under six minutes in July, rose to nearly eight minutes in September, and attributed some of the slower times to training of seven new recruits and two additional trainees arriving in the coming week.
On consent business, the council approved the city consent calendar items (items 3–8 and 10–17) on a motion by Councilmember Manos, seconded by Councilmember Sheridan; the motion carried 4-0. The city’s successor agency also approved its consent calendar on a motion made by Vice Chair McGee and carried 4-0.
City Treasurer (name not specified in the meeting record) announced that the city is accepting applications for three openings on the Measure C committee representing Districts 2, 4 and 5 (district numbering as described in the city notice). The treasurer described the committee’s role: it meets twice a year to review spending and independent audits and forwards findings to the council for public review.
Several council members also highlighted community events and programs: Councilmember Sheridan thanked staff for the lake management work and noted student-of-the-month recognitions; he promoted the Thunder Cares golf tournament on Nov. 10 benefiting the Lakehouse Northstorms 501(c)(3). Vice Mayor/Mayor Pro Tem McGee noted staff video evidence of improved lake clarity and praised staff for the award. Councilmember Manos (referred to as “Constable Monos” in parts of the transcript) and others promoted Oktoberfest on Oct. 18 at Launch Point, a Firewise introductory meeting for Tuscany Hills on Oct. 16, and a Tuscany Hills trunk-or-treat event on Oct. 17.
