AURORA, Ill. — At its Oct. 7 Committee of the Whole meeting, the Aurora City Council approved the minutes of its Sept. 16 session and took committee reports on several pending items, adding multiple resolutions and contracts to the consent agenda. The meeting concluded with a unanimous vote to enter closed session to discuss litigation.
Minutes: A motion to approve the Sept. 16 Committee of the Whole minutes was made by Alderman Smith, seconded by Alderman Franco and approved by voice vote.
Committee reports and consent items: Committee chairs summarized items that largely moved forward on consent or required no additional council action. Items added to the consent agenda included: Blue Cross Blue Shield administrative services for 2026 (25-0693), acceptance of a grant award for hazardous materials equipment for the Aurora Fire Department (25-0706), purchase of bulk rock salt for winter 2025–26 (25-0715), life insurance and retiree Medicare administration renewals (25-0732, 25-0733), and multiple planning, engineering and purchasing resolutions reported out of committee. The city’s electric aggregation agreement with MC Squared was presented as a renewal that would continue the city’s opt-out aggregation program for currently enrolled residents; the vendor’s civic contribution to the city was described as $270,000 over 24 months (an increase from the prior program), and the contract renewal (25-0753) was placed on consent.
Items moved to unfinished business: The committee deferred or asked for additional information on several items, including a proposed estoppel for a solar farm development at Aurora Airport (25-0752) and the RiverEdge Park jumbotron, audio and paver change-order request (25-0740) — the latter was discussed in depth and placed on unfinished business pending staff financial scenarios. A Humana Medicare Advantage renewal item (25-0733) was specifically moved into unfinished business to allow staff to finalize network agreements before returning to the council.
Closed session: Council later voted to enter a closed session under the Illinois Open Meetings Act, Section 2(c)(11), to discuss litigation. The motion to adjourn into closed session was made by Alderman Smith, seconded by Alderman Franco and carried on a roll-call vote of 10–0 (yes). The mayor adjourned the public portion of the Committee of the Whole to go into executive session.
What to expect next: Items placed on unfinished business will return to the city council with additional documentation and, where requested, more detailed cost or contract information. Items on the consent agenda are scheduled for formal approval at the next council meeting unless pulled for separate consideration.
