The New Castle County Administrative Finance Committee on Oct. 14 approved a set of routine personnel and grant items and awarded several small community grants.
Minutes: The committee approved the minutes from its September 2025 meeting by voice vote.
Class specification: The committee approved an update to the class specification for the position of assistant county attorney II. The action was presented under New Castle County Code Section 26.03.105.
Pay plan: The committee approved ordinance 25-119 to amend the pay plan and adopt a revised class specification for the payroll supervisor in the Department of Administration, Division of Finance; the ordinance moves the title from pay grade 29 to pay grade 30, according to the presentation by Council President Johns.
Federal AmeriCorps grants: The committee approved two ordinances to amend the grants budget and appropriate federal AmeriCorps funds provided through the Health Federation of Philadelphia to the National Health Corps Delaware Community Health Fellowship. One ordinance appropriates $165,147.50 for the 2023'24 fellowship year; the other appropriates $145,650 for the 2024'25 fellowship year. Both grants are administered by the Department of Administration, Division of Finance, and were described by staff as retroactive awards.
Small community grants and contingencies: The committee approved the following small grants from the grant matrix:
- Friends of the Kirkwood Library: $2,000 (motion by Councilman Toole; vote: approved)
- Route 9 Community Development Corporation: $900, contingent on receipt of the agency's nondiscrimination policy (motion by Councilman Street; vote: approved contingent on receipt)
- Catalyst for Change Inc. (Girls with Pearls program): $800 (motion by Councilman Hollands; vote: approved)
