Board President Kyle Cooper told the Chicago Police Board on Jan. 16 that he submitted goals to the Community Commission for Public Safety and Accountability (CCPSA) to begin a comprehensive review of the Chicago Police Department’s rules and regulations.
Cooper said the board’s authority to adopt rules and regulations is granted by Municipal Code of Chicago Section 2‑84‑030, and he described the review as a multistep process that will include outreach to a broad set of stakeholders: the mayor and deputy mayor for community safety, City Council members, CPD leadership, COPPA, the Office of the Inspector General, CCPSA, the law department, union leadership, the consent decree monitor and community members.
Cooper said the current rules and regulations date primarily to the 1970s with very limited revision since then and that stakeholder listening sessions will inform which rules need revision and whether new rules are required. He said the board would follow the notice and comment processes required by the consent decree and the board’s procedures if it moves to draft new rules.
The board indicated the early phase is intended to gather input and would be lengthy and complex; Cooper said he will report back to CCPSA and the public after stakeholder engagement and that any drafting steps will include the processes required by the consent decree.
