Staff pointed to position/coverage language in the policy’s Section 4A clarifying that ‘‘district personnel’’ includes faculty, staff, independent contractors, substitutes and volunteers.
After extended discussion and staff agreement to produce a redraft that captures board direction, the board voted 5‑0 to return Policy GBEC to the agenda for a fourth reading at a future meeting. Superintendent Ruiz and staff said they would prepare a revised copy reflecting the board’s instructions and the consensus to clarify the scope and incorporate conferences and off‑site activities into the policy’s application language.
No final adoption occurred; the board set a follow‑up review to ensure the edited language aligns with collective bargaining agreements and existing regulations.
