The city moved to update its area of city impact (AOI) boundary under the recent Idaho code change requiring cities and counties to review AOIs. Bill Vaughn of the planning department described the proposed boundary expansion north of Homer Road and said the map reflects coordination with neighboring jurisdictions.
Vaughn explained the change follows statutory guidance (referred to in the meeting as Idaho Code 67‑6526) that requires a reexamination and a modification process rather than re‑starting an AOI review from scratch. The proposed boundary extends north along Highway 55 to the county line and west toward State Highway 16; staff said the City of Star agreed to the shared boundary in the area where lines previously overlapped.
Planning and zoning recommended approval. The council voted to approve the zoning amendment and adopt ordinance number 956 (area of city impact amendment) after waiving additional readings.
Why it matters: the AOI map defines the area where the city and county coordinate land‑use planning and annexation expectations. The state’s change in statute creates a deadline for updating those boundaries; failure to complete a modification by the statutory deadline would trigger a more onerous notice and review process.
