At its Oct. 15 meeting the Jacksonville Waterways Commission received several subcommittee and task force updates, including progress on derelict-vessel implementation rules, discussion of artificial-reef funding needs, and a status note on shoaling and river-court work.
Office of General Counsel staff and committee members reported that the derelict-vessel ordinance package adopted by city council (ordinance cited in remarks as 20250432, passed July 22, 2025) has generated draft administrative rules to implement local taking and enforcement. Shannon McGillis said she had worked with James Richardson of the Environmental Protection Board and with the board’s water committee on rules; Richardson confirmed work is on track but said funding for removal and long-term implementation remains the primary obstacle.
Commissioner Peluso (Councilmember Palouseau in discussion) and others urged that advocates for an artificial reef pursue conversations with state legislative offices ahead of the January session to seek direct appropriations; a figure in the discussion was on the order of about $100,000 but speakers said details, including potential matching funds, would need confirmation.
On derelict vessels, the commission and staff discussed mock administrative procedures and potential pilot exercises so the board and committee would be prepared when enforcement actions occur. McGillis described a draft rule package intended to give the Environmental Protection Board implementation authority for administrative taking and to streamline removal processes; she and staff will continue coordinating with EPB staff and stakeholders.
No formal votes occurred on these updates. Commissioners noted the need for funding strategies and continued interagency coordination before broader implementation steps.
The commission announced its next regular meeting for Nov. 12 and adjourned.
