On Aug. 25 the Goodyear City Council approved consent agenda items 2through 16, annexed 0.978 acres along South Perryville Road, adopted a rezoning ordinance for Palm Valley (see separate report), and approved two conditional use permits: a Terrible's convenience store and a Superstar car wash. - Annexation: Adopted ordinance number 2025-16-36 annexing approximately 0.978 acres along the east half of South Perryville Road to the City of Goodyear (7-0). Staff said the annexation will allow half-street improvements associated with the adjacent La Pobrada residential subdivision.
- Rezoning (summary): Adopted ordinance number 2025-16-37 conditionally rezoning a 17.55-acre site at Monte Vista Road and Pebble Creek Parkway to PAD with an underlying MF24 (see separate coverage for details) (7-0).
- Use permit: Terrible's convenience store and gas station at the southeast corner of West Virginia Avenue and North Pebble Creek Parkway (approximately 1.29 acres). Planning staff recommended conditional approval; the Planning & Zoning Commission recommended approval 6-0. Council approved the use permit 7-0. Project elements include a 5,200-square-foot convenience store, canopy with four fueling pumps (eight fueling positions), 27 parking spaces and access via right-in/right-out on Pebble Creek Parkway and Virginia Avenue.
- Use permit: Superstar car wash on a 1.26-acre pad at the Triangle at PV303 (east of A160th Avenue and south of West Indian School Road). Planning & Zoning Commission recommended approval 6-0; council approved the use permit 7-0. The proposal calls for a roughly 4,000-square-foot tunnel car wash with three paid-access stations, 22 queuing spaces and 17 self-service vacuum stalls. Site circulation ties into an approved master plan for the center.
