The Town Council approved first reading of an ordinance to rezone a portion of a parcel (Assessor’s Map 45, Lot 39) so a single-family home behind a commercial storefront can be sold separately.
Town Planner John Studley explained the owner previously used a land condominium structure to facilitate a sale of the coffee-shop business on the front lot. Lenders reportedly hesitated to finance properties in a mixed-use condominium setup; the applicant (Felicia Revans) is instead seeking a traditional subdivision that would place the coffee shop on Lot 1 (to remain Commercial Highway) and the single-family home behind it on proposed Lot 2, rezoned to R-30 to match its residential use.
Studley told the council the Planning Board reviewed the proposal and issued a positive recommendation on Sept. 17. The preliminary plan decision for the subdivision was recorded on Sept. 5, 2025; the applicant is renovating the house in anticipation of marketing it for sale, and staff expect a final plan application to follow approval of the zone change. The applicant will appear at the public hearing scheduled for Nov. 24.
Councilors approved the first reading and set the public hearing and subsequent consideration for the Nov. 24 meeting. No public comment was recorded during first reading.
Ending: The rezoning will return for a public hearing Nov. 24; approval would let the owner subdivide and sell the single-family home separately from the coffee shop.
