Heath council nominates two representatives to Rockwall Central Appraisal District board

The Heath City Council on Oct. 28 nominated David Billings and Richard Koepke as the city’s two nominees for seats on the Rockwall Central Appraisal District Board of Directors.
City staff explained the Rockwall CAD board has nine directors, five of whom are appointed by taxing units; the city of Heath has 56 votes to distribute for the two expiring positions but will make the vote allocation at a later date. Staff noted the Kaufman County nomination was not acted on because that county’s deadline had passed.
Councilmembers described nominees’ experience: Richard Koepke currently serves on the Rockwall CAD board; Cedric Thomas, a Rockwall councilmember, also had been discussed. Councilman Das (speaking in support) described former Mayor David Billings of Fate as having strong financial acumen and experience representing small cities at the state level. After nominations and a voice confirmation, the council moved and approved submitting Billings and Koepke as the city's nominees; council will finalize vote allocation at a later date.
The motion to submit Billings and Koepke passed unanimously.
