The Village of Orland Park held a badge-pinning and swearing-in ceremony during its committee meeting, swearing in two newly promoted sergeants and seven recently hired police officers.
The ceremony, introduced by the Fire and Police Commission chairman and conducted with participation from the Orland Park Police Department, recognized Sergeant Charles Kirby and Sergeant Jonathan Basinski on their promotions and welcomed seven officers who were pinned by family members. The commission chairman described the commission’s role in recruitment, hiring and promotions; the officers each recited the sworn oath to support the constitutions of the United States and the state of Illinois and to enforce the ordinances of the Village of Orland Park.
The promotions and hires announced at the meeting included: Sergeant Charles Kirby (promoted July 2025; earlier served as a school resource officer at Sandburg High School), Sergeant Jonathan Basinski (promoted July 2025; assigned to the investigations unit and a member of the Major Crimes task force), and the newly sworn officers Eric Guzman (hired January 2025; graduated Suburban Law Enforcement Academy April 2025), Dominic Tilka (hired January 2025; graduated April 2025), Abdel Mohammed (hired January 2025; graduated April 2025), Ryan Kammer (joined March 2025 from Will County Sheriff's Police Department; assigned to patrol), Owen Reedy (joined March 2025 from Blue Island Police Department; assigned to patrol), Christian Kowalski (hired August 2025; graduated Illinois State Police Academy June 2025) and Patrick Rafferty (hired August 2025; graduated Suburban Law Enforcement Academy April 2025). The village noted this was one of its largest recent swearing-in events: two new sergeants and seven officers.
Family members performed badge pinning for many of the officers; the ceremony concluded with photos and brief remarks of thanks to families. Village and commission speakers emphasized the commission’s responsibility for recruitment and promotion and said the event recognized service and readiness of the officers to assume their duties.
No formal board action was required to administer the oath or pin badges during the ceremony. The ceremony took place during the Committee of the Whole meeting before the board’s employee recognitions and adjournment.
