City staff reported that a tentative collective‑bargaining agreement with the Federation of Public Employees (FPE) has been reached and ratified by FPE membership.
The human resources director recalled a closed session on Sept. 23 and said the city and the FPE held five bargaining sessions that led to a tentative agreement that aligns with the city’s approved pay plan. The union membership ratified the proposal by a membership vote of 19 in favor and 13 opposed.
Key provisions staff highlighted include modernization of grievance language, clarified seniority definitions, changes to overtime eligibility during emergencies, increased uniform allowances, clarified certification pay, and structured salary adjustments (1% plus pay‑plan increases in years one and two, and 2% plus pay‑plan increase in year three). Staff recommended the commission consider a resolution ratifying the agreement effective Oct. 1, 2025 through Sept. 30, 2028.
Why it matters: ratification would set pay and benefits for represented employees and affect personnel budgets across departments.
The workshop included no recorded commission vote on ratification; staff said they will present the ratification resolution on the commission agenda for consideration.
