The Board of Commissioners approved a rezoning request for properties at 3803 and 3815 Glenwood Road after staff recommended approval with four conditions and the applicant made multiple revisions during community engagement.
Staff’s conditions limited the total number of dwelling units to 32, required a mix of detached and attached single-family product (duplexes/triplexes allowed), mandated that at least 20% of the site be maintained as open space (excluding stream buffers and floodplain), and required transportation improvements (right-of-way dedication, sidewalk/multi-use path and landscape strips) as required by the county transportation department. The approval also required parks and outdoor recreation areas shown on the plan to be completed prior to occupancy and clarified that any increase in units would be treated as a major change subject to major-modification procedures.
The developer’s representative said the design had been revised after more than 10 community meetings and included a dog park, green space and other amenities. Neighbors who supported the project praised the developer’s responsiveness and noted the property’s current dilapidation and illegal dumping. Some residents opposed the density and urged further reduction in units, expressing concern about additional traffic and tree removal. Commissioner Bolton argued the project brought needed housing and neighborhood investment; Commissioner Messiah pressed for greater attention to transportation access and complementary investment.
The vote approved staff’s recommendations and preserved the conditions staff requested; the record shows a motion to approve carried after discussion and a machine vote recorded as passing.
