She said she asked an officer why the dogs were allowed to be returned to the owners and did not get an answer. Brown said the incident report she received had errors about the identity of the 911 caller and that animal‑control records noted the attacking dogs were not vaccinated.
Brown said she provided a written copy of the police report to council members and gave her phone number for follow‑up. The mayor’s office said on the record it would follow up on the matter.
