A board member summarized the group’s view: “We have more questions than answers about the closing of Grand Island Boulevard and the steps and phases of construction, and what’s gonna happen with business.” Members pressed for preconstruction information and for coordinated messaging to affected businesses.
Board members noted uncertainty about whether the contractor would replace multiple culverts at once or work sequentially; one comment in the packet said there are three culverts under contract to be addressed. Members urged the town to confirm whether the county or state would require full closures or phased work and asked staff to request a preconstruction meeting that would set traffic-control, detour routing, school-bus access and staging plans.
Members also raised operational concerns: whether county or state crews would clear brush along detour routes, how local traffic-only limits would be enforced, and potential effects on school-bus routes during both summer and the school year.
The board did not direct a formal vote but agreed to ask staff to request additional design and phasing details from state DOT and the county, and to request that those agencies hold a preconstruction meeting that includes the town and local business representatives.
