District staff described a plan to convert the traditional Spotlight on Students recognition into regional community events that would include a community fair followed by elementary and secondary recognition segments. The committee discussed logistics, dates, staffing and budget implications and several board members raised concerns about quorum and member attendance.
Dr. Lawanda Norfleet, director of school counseling, said the planning team has identified draft dates (Jan. 27, March 24, April 22 and May 12) and an elementary recognition window of approximately 6–7 p.m. followed by secondary recognition at about 7:15–8:15 p.m. She said the team has considered facilities capacity, interpretation and translation needs, custodial and AV costs, and the possibility of a February makeup date in case of inclement weather.
Norfleet said the interdepartmental planning group will support schools on logistics and training, run diagnostics for suitable sites, and would bring principals and regional teams into planning once dates are confirmed. She listed additional expected costs including extra‑duty stipends for school‑based staff, custodial overtime, table rental and interpretation equipment and personnel.
Several committee members said they support bringing events into neighborhoods but cautioned about removing the element that ensures all nine board members can attend. “I would not be in favor of the whole board not being there,” committee member Miss Edmonds said. Another member noted that Spotlight traditionally took place during central meetings and that holding events on Tuesdays may conflict with committee schedules.
Staff and board members discussed a path that would preserve community access while allowing board members to attend as guests rather than conducting a formal board meeting at each site — a distinction staff said would avoid quorum issues if the board does not convene formally at the event. Staff said they will return with refined location recommendations and budget estimates for a broader work‑session conversation.
