Clay County commissioners agreed to create a small committee to draft bylaws and a formal appointment procedure for the county planning commission.
The change under consideration would move to staggered four-year terms so that one planning commission seat would come up for appointment each year. County staff said the draft bylaws are being prepared with input from the county grant/administration office and County Coordinator Noah and would be returned to the commission in advance of a future meeting for formal action.
The committee to draft the bylaws will include three members suggested during the discussion and will meet to “hammer out” procedural language before the commission considers a resolution. Commissioners said the aim is to have bylaws and, if desired, an accompanying resolution prepared for the last meeting of October so the process can be effective in 2026.
Commissioners emphasized this was an administrative housekeeping step to provide a clear, open procedure for reappointments and new appointments and that no final appointments were made at the meeting. A motion to form the small drafting group passed by voice vote.
