Conservation commission approves multiple orders, continues several notices of intent

The Town of Charlton Conservation Commission on Sept. 30 approved several orders and certificates of compliance, issued one amendment to an existing order and continued multiple notices of intent to an Oct. 22 hearing.
Commissioners unanimously closed public hearings and issued order conditions for work on an existing electric transmission right‑of‑way (DEP 128‑1983) and for utility work related to new fiber infrastructure (DEP 128‑1981). The panel also closed the public hearing and issued order conditions for a proposed commercial building addition and parking lot at 29 Southbridge Road (DEP 128‑1982).
The commission approved an amendment to an earlier order of conditions (DEP 128‑1924) to allow removal of an existing riprap wall and installation of a VersaLock wall and patio near Prindle Lake. Members granted a negative determination of applicability for demolition and rebuild work at 116 Nugget Drive after staff reported that erosion controls were already in place.
Staff reported and the commission issued complete certificates of compliance for several previously permitted projects, including the septic‑related file DEP 128‑1921 and multiple single‑family home projects (selected DEP numbers reviewed and approved during the meeting). The commission also voted to record one file as an invalid certificate of compliance where work never commenced (DEP 169327, Robert Boulevard).
Several notices of intent were continued to Oct. 22: a proposed 40‑unit multifamily development at 35 North Main Street (DEP 128‑1938); a Richardson Corner Road submission (DEP 128‑1971) that raised stream classification questions; multiple Sandersdale Road lot filings (DEP 128‑1977, 128‑1978, 128‑1979); and Lot 8 Northside Road. In each case the commission cited outstanding materials or pending state comments as the reason to continue.
Motions recorded during the meeting were procedural (motions to continue, to close public hearings, to issue certifications or amendments). Where staff reported a ready order and no outstanding concerns, the commission moved to issue orders or certificates and the motions carried by voice vote.
The commission also ratified and amended an enforcement order for a property on Oak Ridge (18 Oak Ridge) after staff described site restoration steps and plan adjustments. The meeting closed with routine adjournment.
