Committee backs transfer of transit and GIS divisions to Community Development

The Rapid City Legal & Finance Committee on Oct. 15 recommended an ordinance to transfer the city’s transit and geographic information system (GIS) divisions from the Department of Public Works to the Department of Community Development.
Why it matters: Staff said transportation planning is already housed in Community Development and that GIS originated in planning. Housing transit and GIS within Community Development aims to improve in-house studies and reduce reliance on external consultants.
What staff said: Community Development Director Vicki Fisher told the committee that the divisions work closely with planners and that the move should allow more internal studies and limit consultant use. “Having planners and the GIS within one department, hopefully, we can limit the number of consultants we're hiring to do some of the studies in the city,” she said.
Next steps: The committee recommended second reading of Ordinance No. 6692 amending Rapid City Municipal Code chapters 2.44 and 2.7; the ordinance will go to the full City Council for final action.
