First hearing held on Powell Butte zone map amendment; commissioners set second hearing for Nov. 5

Crook County held the first of two public hearings Oct. 15 on Ordinance 3-55, a proposed amendment to the county zone map affecting MTL 1614110001200 (land use application 217-25-000250-PLNG) in the Powell Butte area. The applicant seeks rezoning of roughly 20 acres from Exclusive Farm Use (EFU-3) to Rural Residential R-10.
Kaye McDonald, senior planner, told the board the application had been received in July, deemed complete, and that the Department of Land Conservation and Development had been notified. She said the planning commission had held a hearing Oct. 8, issued a decision recommending approval, and that no public comment was received at the planning commission hearing. McDonald noted that the comprehensive plan amendment that enabled the map change had been previously approved.
Applicant Craig Kilpatrick addressed the board and said the rezoning request dates to work beginning in 1999 that identified a number of properties appropriate for rezoning after a determination they were no longer used for exclusive agriculture. Kilpatrick said there is no development proposal associated with this zone change at this time.
No members of the public testified in opposition at the first hearing. The board closed the first hearing and scheduled the second hearing for Nov. 5, 2025, when it will take additional public comment and may decide on the ordinance.
