Staff reported that more than 50% of the existing cedar-shake roof is deteriorated and beyond repair and recommended approval under the commission’s design guidelines. The staff evaluation said the replacement shingles replicate the original appearance, do not change the roof form and align with the color palette in the guidelines. The staff report also noted visible interior water damage over electrical equipment.
Heather Ash, regional manager for Pro Resource, identified JLS Roofing as the contractor chosen after multiple quotes and said the company’s bid was the most competitive. Ash also showed a material sample and said the chosen shingle color is a black-and-brown mix intended to approximate the current cedar-shake look.
Commission members asked about building age and whether the replacement would alter exterior appearance; staff said the work replaces the deck and shakes and does not change the roof shape or prominent exterior features. Staff emphasized that keeping water out is a preservation priority and cited the commission guidelines that permit replacement materials that replicate original materials when more than half of the original is deteriorated.
Following discussion, a commission member moved to approve application 10092025; a second was recorded. The commission approved the application by voice vote. The motion record does not list individual roll-call votes in the minutes; the meeting transcript records a voice vote with the chair calling for “aye” and declaring the motion passed.
The commission’s approval allows the applicant to proceed with the replacement plan and to apply for the $10,000 façade grant for work to be carried out as presented. Staff indicated the applicant aims to complete the work before winter.
